Kenilworth Citizens Advisory Committee






 

Purposes

 

The purposes of the Kenilworth Citizens' Advisory Committee are to:

1. To act as a nonpartisan committee to suggest and introduce Candidates to fill the offices of the Kenilworth Village Board of Trustees, the Joseph Sears School District #38 Board, the Kenilworth Library District Board, the Kenilworth Park District Board, the Kenilworth Village President and the Village Clerk so that the Candidates for election to these positions may be truly nonpartisan and represent the best interests of the Village of Kenilworth and School District #38 as a whole. It is not the purpose of the Advisory Committee to campaign for or promote Candidates and no funds of the Advisory Committee shall be used to campaign for or promote Candidates.

2. To act as a nonpartisan committee to suggest a Candidate to fill a vacancy in an office or a Board that arises during the term of a Board member,

3. To select delegates to the New Trier Township High School Caucus and other caucuses or organizations as requested, and

4. To provide a public forum to discuss issues of interest to Kenilworth and School District #38 area residents.

Membership

Member Organizations:

The current Advisory Committee is comprised of Delegates from eighteen Member Organizations. The Member Organizations may be found on the website. The Member Organizations are those that are active within the Village of Kenilworth and/or School District #38 and whose primary objective is to promote the civic welfare of the community. Each Member Organization is entitled to name two Delegates to the Advisory Committee, preferably chosen by election. Each Delegate serves a two year term and may not serve more than four years in any six consecutive years. Each Delegate must be a registered voter and a resident of School District #38 for at least one year as of the July 1st which begins the two year term. Each Delegate may only represent one Member Organization. Each Delegate shall be available to serve on at least one committee. Any organization active within the Village of Kenilworth and/or School District #38 whose primary objective is the promotion of civic welfare may petition or may be invited to join the Advisory Committee. Upon receiving an affirmative vote of a majority of all of the Delegates and Representatives-at-Large to the Advisory Committee present at a formal meeting, said organization shall be entitled to name two Delegates to the Advisory Committee. If both of the Delegates of a Member Organization and/or their alternates are not in attendance at two or more consecutive meetings of the Advisory Committee, the Advisory Committee may, by majority vote, terminate the right of the Member Organization to name Delegates to the Advisory Committee.

Representatives-at-Large:

For the 2008-10 term, the Advisory Committee allows for two Representatives-at-Large from each of the voting precincts (shown in Apendix E) in the Village of Kenilworth. The Representatives-at-Large may be selected by filing petitions with the Secretary-Treasurer of the Advisory Committee. Petitions may be obtained from the website or from the Secretary-Treasurer. Such petitions shall be submitted at least fifteen (15) days prior to such first meeting after July 1st of any even numbered year. Petitions which are submitted after such deadline may be accepted by the Advisory Committee for any given precinct as long as any positions for Representative-at-Large are unfilled in that precinct. In the event that more than two persons from a particular precinct petition as Representatives-at-Large, the two individuals with the greatest number of signatures from the residents residing in such precinct and/or the section of School District #38 immediately adjacent to such precinct shall be designated as the Representatives-at-Large. Each Representative-at Large shall be selected for a term of two years and a Representative-at-Large may not serve more than four years in any six consecutive years. Each Representative-at-Large may only represent one Geographical Area and shall serve on at least one committee. If a Representative-at-Large is not in attendance at two or more consecutive meetings of the Advisory Committee, the Representative-at-Large may, by majority vote, lose all rights to participate.

 

The Procedure

Meetings:

The Advisory Committee term is from July 1 of an even numbered year to June 30 of the following even numbered year. A minimum of three meetings are held each term, usually in October of the first even numbered year, January (annual meeting) of the odd numbered year, and April of the second even numbered year.

Officers:

The officers of the Advisory Committee include the President, the Vice President, and the Secretary-Treasurer.

Committees and Committee Chairmen:

There are three committees (Candidate Selection, Nominating, and Public Relations) and five subcommittees (School Board, Park Board, Village Government, Library Board, and New Trier Caucus). The three committee chairmen are appointed by the President. The five subcommittee chairmen are appointed by the President and the Candidate Selection Committee Chairman.

Committee members:

Members and alternates are chosen at random. Each Delegate and Representative-at-Large to the Advisory Committee serves as a member or alternate to one committee, subcommittee, or as a member of the alternate pool. With the exception of the Nominating Committee, Candidate Selection and Public Relations Committees, each subcommittee has a chairman, four members and one alternate. The Nominating Committee has a chairman and two members. The Candidate Selection Committee has six members and the Public Relations Committee usually has one member.

Voting:

Officers, Delegates and Representatives each have one vote. There are residency regulations included in the Articles of Organization that define who may vote for the various public offices. In addition, Representatives or Officers who already serve on any given Board (such as the Village Board or the Library Board), may not vote to nominate Candidates for that Board or vote concerning issues relating to that Board. Any question before the Advisory Committee shall be decided by a majority vote of the Representatives and Officers present and eligible to vote on that question, provided that a majority of those eligible to vote are present. Candidate voting is done by secret ballot.
